In 2011, Party Committee and government of Chaoyang District forwarded The 6th Five-Year Plan for Nationwide Legal Publicity Education from District Leaders’ Team of Rule of Law of Chaoyang District (2011-2015), and District Standing Committee of the National People' s Congress made Resolution of Further Enhancement of Legal Publicity Education. In the past five years, under the leading of the District Party Committee and District Government and the supervision of District Standing Committee of the National People' s Congress, Chaoyang District has successfully accomplished all the tasks prescribed by the 6th Five-Year Legal Publicity Education Plan with the joint efforts of the various areas, systems and institutions, which publicized and popularized the Constitution, laws and regulations more extensively, and fully fulfilled the basis and guiding effect of legal publicity and education; the achievements of “Laws Entering in Six Types of Institutions” activity were being continuously improved, the governance pursuant to laws and rule-of-law building was continuously promoted, the system and mechanism of legal publicity and education work was further improved, and the legal urban governance level was continuously increased. The legal publicity and education played an important role in the execution of the basic strategy of rule of law, promotion of the implementation of “Twelfth Five-Year” plan in the District, service for the economic and social development of the District, and maintenance of social harmony and stability. 

        In the “6th Five-Year” legal publicity and education work, there were plenty of advanced groups and advanced individuals with outstanding achievements, solid efforts and public recognition. To promote the achievements, encourage the advanced, and continuously promote the thorough execution of legal publicity education in the District, District Leaders’ Team Office of Rule of Law of Chaoyang District resolved to honor the advanced groups and individuals including Shuangjing Sub-District Office of Chaoyang District and Li Jiwei, etc. after study through comprehensive evaluation of the legal publicity education execution conditions in the past five years and inspection acceptance results of “6th five-year” legal publicity education of all the sub-districts and towns (districts), systems, and institutions and based on the extensive advices from relevant member institutions of District Leaders’ Team Office of Rule of Law.
